Cooperative health plans exist and really work. They have been mentioned as the ideal carrier of group insurance in the new environment the Obama adminstration is trying to create in U.S. health care. Mr. Robert Laszewski, a health care consultant, deemed it the "dumbest idea" he has heard. Co-op health care belongs to its members and the officials are elected by the members, its owners. Actuarial studies would have to be carried out to determine the amount and cost of such carriers on which to base the new health care program.
